The chair shall be subject to the directions of the Executive and Central Committees, and shall be responsible for the party's effectiveness within the District. The duties of the chair shall be those of Chief Executive Officer of the District and as further defined by the Convention, Central Committee and the Executive Committee. The Chair oversees and coordinates the activities of the District Officers. The Chair shall act as liaison between the Senate District 43 Democratic Farmer Labor Party and groups who have business or cause with the district. Further, the Chair shall have the responsibility for the organization and arrangements of the Senate District 43 Convention. The Chair shall have the responsibility for appointing a Parliamentarian for each meeting of the Executive Committee and of the Central Committee. The Chair shall be responsible for conducting all meetings of the Executive and Central Committees. In the absence of the Chair, meetings will be conducted by the next officer present.
The Vice Chair assists the Chair, and oversees and coordinates the activities of the eleven Directors. If for any reason the Chair cannot discharge the duties of the office, the Vice Chair shall act as Chair. If a vacancy exists in the office of the Chair, the Vice Chair shall become Chair and an election shall be held to elect a new Vice Chair.
The Outreach & Inclusion Officer shall lead the Senate District’s efforts toward inclusive political participation, and strive to achieve DFL diversity in perspective and representation. The Outreach & Inclusion Officer shall institute and maintain affirmative action, outreach, and inclusion programs aimed at recruitment and education of DFL members.
The Secretary shall be in charge of all the files and records of the Senate District and the preparation of necessary documents, including the minutes of the Executive and Central Committees. The Secretary shall serve as the District's historian and will preserve such files and records of the party and open them for examination at convenient times at the request of any duly elected District Central Committee member.
The Treasurer shall have the custody of the funds of the party and shall render written accounts of receipts and disbursements to each meeting of the District Central Committee. The Treasurer shall also make a full report to the District Convention and timely reports to the State Ethical Practices Board as required by law using recognized accounting software. The Treasurer shall prepare a budget with the District Chair, Vice Chair, and the Fundraising Director, on a schedule to be determined by the Executive Committee.
There shall be Eleven (11) Directors. Each Director shall be assigned an area of responsibility or assigned a duty by the Executive Committee or serve on a standing Committee of the Senate District.
Fundraising. To organize, supervise, and coordinate fundraising projects and financial programs for the Senatorial District and prepare the district budget in conjunction with the Chair, Vice Chair and the Treasurer. This Director also will serve as the Chair of the Fundraising Committee.
Web Director (Webmaster). To create and maintain, with assistance from the District, a District website and serve as a resource for the District and to candidates and elected officials regarding web page issues. The Web Director shall also be a member of the Technology and Communication Committee.
Database. To maintain a District database of active Party members and to serve as a resource to the District and to candidates regarding software, hardware and database concerns. The Database Director shall also be a member of the Technology and Communication Committee.
Campaign Liaison. To communicate with all political campaigns that intersect with SD 43. To inform all interested DFL parties, of campaign events, parades, Get out the Vote, door knocks, and to inspire volunteers. This is to be performed with the assistance of Database Director, Web Director Communications and Social Media Director, and The Social Events and Facilities Director. The Campaign Liaison shall be a member of the Volunteer and Events Committee and the Technology and Communications Committee.
Social Events and Facilities. To coordinate, schedule, and register for Parades, Festivals, and other Events that the Senate District may wish to be involved in. The Events Director shall be a member of the Volunteer and Events Committee.
Communications and Social Media. To coordinate social media for the Senate District. The Communications and Social Media Director will work with the Executive Committee and Web Supervisor on social messaging through use of Twitter, Facebook, and any other Social Media Account that represents the Senate District. The Communications and Social Media Director shall serve on the Technology and Communications committee.
Young DFL. To liase with the High Schools and Young DFL groups. The Young DFL Director works to bring their ideas forward and include them in events. The Young DFL Supervisor shall be a member of the Outreach and Inclusion Committee and a Member of the Volunteer and Events Committee.
Senior Caucus DFL. To liase with the State DFL Senior Caucus and other appropriate organizations. Shall be a member of the Outreach and Inclusion Committee and a Member of the Volunteer and Events Committee.
At Large Directors. All other Directors must serve on at least one of the standing committees.
State Central Committee Delegates and Alternates will be part of the Senate District Central Committee. Along with the role of representing the Senate District at the DFL Central Committee, they must serve on at least one Standing Committee.
Precinct Chair. The responsibility of the Precinct Chair shall be the organization of the precinct for the party. Each Precinct Chair is a voting member of the District Central Committee. The chair may convene regular meetings of DFL members in the precinct to consider the business of the party.
Precinct Vice Chair. The duties of the Precinct Vice Chairs shall be such duties as delegated by the Precinct Chair and, in the event that the Precinct Chair is unable to attend, will be a voting member of the District Central Committee.
Attendance is required at each duly-noticed Executive and Central Committee meeting. A member may receive an excused absence by contacting the Senate District Chair, Vice Chair, or Secretary prior to the announced meeting. Any Executive Committee member who has two consecutive unexcused absences shall be contacted by the Senate District Chair to ascertain if that member still wants to serve. Any Executive Committee member who has three consecutive unexcused absences is automatically terminated as a member. This vacancy shall be filled by the Central Committee at the earliest practicable time.
